Bush the 1st and most definitely Bush the 2nd. I remember back in early 1992 the hotel I worked at in Chicago was opening and there were 1,000 job positions available. More than 10,000 people came and applied. This made news around the world and was used by Clinton to show how Bush the 1st was not able to effectively handle the economy. The apple as they say does not fall far from the tree.

Herbert Hoover
Andrew Johnson
Warren G. Harding
George W. Bush
Maybe even Lyndon B. Johnson (for Vietnam, but he was a supporter of Civil Rights) and Richard Nixon (for Watergate, but he was a decent president).

It was either George Walker Bush or Herbert Hoover.
George Bush has sent this country into a massive war to protect some people that don't want our help and hurt us for trying. In the meantime, he has let the quality of life in his own country fall down in favor of the war.
Herbert Hoover did virtually nothing to stop or slow the effects of the Great Depression. For over three years, he continued to practically ignore the suffering of his fellow Americans. By the time FDR was elected, the task of correcting the depression had become very large and difficult.

James Earl Carter, at least in modern times
Eventually, for his lack of action when he could have done something to prevent terrorist attacks, Bill Clinton will not be treated kindly by history.

Ronald Reagan,...his election dumbed down this country. Like they say in Texas...all hat and no cattle. Reagan was an actor who knew the camera and all the visual angles, photo ops, and the script. Unfortunately it has trickled-down to the populace who believe that a guy like George Bush is the type you can have a beer with...But do you really want someone like that running the country? I think not!!! He has proved that.

Carter on both foreign policy (handling, or lack thereof, of Iran hostage situation) and domestic policy (economy was a basket case). Clinton will be right there with him, especially on foreign matters ie.. missile technology to China and weak responses to terror attacks, although he did blow up an aspirin factory and a few tents.
