First off, Anderson's contract isn't really up, he becomes a restricted free agent. There are 3 options of what they could do with him:
1.) Sign him to a long term deal.
2.) Place what's called "highest tender" on him, which means he is initially offered a one year deal for about $2.5 million, but other teams can still make an offer. If he decides to sign with another team, that team must give the Browns a first and third round draft pick in the upcoming draft. The Browns also have the right to match any offer another team makes and keep him.
3.) They can place a "franchise" tag on him, which means they must pay him the average salary of the top 10 quarterbacks in the NFL, and any other team that made an offer to him would have to give the Browns TWO first round picks.
As far as which way they will go, #3 is about a 100-1 shot. I'd say it's about a 50/50 shot if they do #1 or #2. It totally depends on if the Browns feel Quinn can run the offense as good or better than Anderson, and if Anderson WANTS to stay in Cleveland with Quinn breathing down his neck. If the Browns do not feel Quinn is ready of good enough to start, Anderson will get his long term contract, otherwise he will be tendered and sent to the highest bidder for the much needed draft picks. If Anderson does not like the situation with Quinn waiting for him to slip up, he may make the management aware of this so they allow him to sign somewhere else.
BTW, there is ZERO chance Quinn gets traded. Nobody's going to give up what they Browns did for him (a first and second round pick) and less than that would not be worthwhile. Plus, Phil Savage has said in interviews that he would like to keep all 3 QB's on the roster if at all possible, and he does not mind having a $2 million a year backup QB (i.e., Quinn).

The Browns should trade DA. I forget how it works, but they can get a 1st and 3rd round pick under certain circumstances. They drafted Brady Quinn for a reason. He's shown he can compete and play, as shown in pre season. Granted, its pre season, but he looked good. Anderson didn't do anything special last year. What is he doing this year? Playing nothing short of fantastic, but look at the additions on the line, and what a difference a good o-line makes. Trade DA for some picks, and give the reigns to Brady Quinn, with the current line, Brady will be fine. Heck, with the picks, maybe the Browns can shore up that horrible d-line and maybe grab another pass rusher and a RB of the future.

i agree with the guy above they should keep him for now. he has been the most consistent quarterback they have had since. coming back in 99. he isn't the best quarterback. but hes tough and he does what he needs to do to win. i say u keep quinn. as the back up for another year or even let him play alittle next year at least but. im not sure if they could keep anderson in a few years but sign him to like a 4 year deal. after that u will know if brady will be any good. then have a true franchise quarterback for the browns.

Odds are they Brown's are going to do what the Chargers did with Brees and Rivers.
Cleveland will probably sign Anderson to a one year contract or give him the franchise tag and see if he can repeat the success next year.

I think they should stick with Derek Anderson and trade Brady Quin for whatever they can get, but they won't. That would mean they would have to admit they made a huge mistake. Brady Quin will be their starting QB sooner than you think. For better or worse.

Franchise Anderson, and if Quinn really wanted the job he would have been in camp this year instead of holding out for the money..............

The San Diego Chargers found themselves asking this question not long ago ... and I'll bet most of their players and fans wish they still had Drew Brees.
