You say the toilet didn't fill back up to the normal level; sounds to me like the fill valve is broken.

You can go to Home Depot and get a fill valve for about $8. Might want to get a new toilet supply hose also, just in case the rubber gasket is no good after you take the old hose off to replace the fill valve.

Turn off the water supply to the toilet, that would be the thing coming out of the wall with a small handle on it that has a hose going up to the toilet. It's called an angle stop.

Disconnect the hose and unscrew the nut from the bottom of the tank where the broken fill valve comes through. I usually put the tank lid under here to catch the water that's going to spill out. Put the new fill valve in securely, attach your new hose and your set! These valves usually have plastic parts so you don't have to get crazy with tightening them. Hand tight and then enough with a wrench so that it doesn't leak.

Plunging won't do anything if the problem is internal (within the toilet itself). Take off the tank cover on the back of the toilet. Shut off the water supply to the toilet. Flush the toilet one more time to clear the tank. Remove the rubber flapper on the bottom of the tank so the empty hole is open. Go get a funnel from the garage. Now, pour a bunch of professional strength drain opener into the funnel (not DRANO). Let it sit about 1/2 hr. Then pour a bunch of steaming hot water into the tank using a bucket from your tub or something. Then put everything back together, turn water on and keep flushing. See if this cleared out the toilet.
JUST MAKE SURE YOU FLUSH THE TOILET MANY TIMES TO CLEAR OUT THE DRAIN OPENER. IT HAS ACID IN IT AND WILL BURN THE SKIN.

This sound like you may have something stuck inside your toilet, or you said your water level in the bowl is low you might have a fill valve problem raise the lid to your toilet check to see that the water from the fill valve is running pretty good to your flush valve that's the tube with the flapper if there is not water running to this it will slow the operation to your toilet a lot. you also may have a congestion in the main sewer.

Looks as though you have a partial clog where the comode feeds into the waste pipe. Someone suggested using a length of flexible garden hose instead of a plumber's snake. Run it through the bowl and up the neck of the comode. Force it forward and back several times and see if the stoppage is dislodged. If that doesn't work call " Roto-Rooter"

Maybe it is the trap?
