Ok first lets define what a permit means. The city inspects the property to ensure it is up to code and safe for occupancy. If the structure you are living in is not permitted than it is not permitted for occupancy thus you cannot live there. So if you do decide to go to the building and planning department of the city you live in you will not only be causing the owner a lot of trouble but you yourself will not have a place to live.. Whatever the issue may be the best way to handle it is to sit down with the owner and try to resolve your issues with him directly.

You've made a typical fatal error. You whined to the authorities concerning the landlord and discovered that he's apparently in violation of the law relative to this unit. He has the option of NOT bringing the unit up to acceptable codes and simply tossing you into the streets.

And that's what will happen. You exposed the landlord of your unit, and you will probably be required to leave the premises and rent elsewhere. Is that what you really wanted ?

You're living in the damned house... PAY YOUR RENT! Jesus! If you don't like the place then move.
