Here are a couple of things you'll need to create your own, operable website:

Firstly, you will need to either create the website with a program (f.e.x. Dreamweaver) or with a programming language (f.e.x HTML). Remember both form and functionality are important!

Secondly, you will need to have a way to get it on the web. You can buy a domain and have a service host it for you, which will most likely cost money. You can always try to host it yourself, assuming you have the required knowledge and time for it.

That should be enough to get the desired outcome. If all fails, you can simply turn to a site (f.e.x. Freewebs) that will put it online after a few, quick and easy steps.

you could get help from other websites like geo-city
here some things to help
Getting Started

There are basically two ways to make a web page. The first way is to create the page(s) offline and then upload them to your Internet Service Provider (ISP) via FTP. The second way is to create your web page(s) online using a Telnet program by accessing your UNIX account, if you have one.

If you are creating your web page(s) offline, do so in any text editing or word processing document. Make sure that when you save your document, you save it as a "text", "plain text" or "text only" document. Otherwise it will not be read properly by a web browser. Once you have created your page(s), you will need to contact your ISP about how to go about uploading them to your server.

If you have a UNIX account, you can create your web page(s) online. You first need to get a program that can access your UNIX account. I recommend Telnet for the Mac or Ewan for Windows 95/98.

Their are some Freebies that good just for a web-site. They offer some simple WYSIWYG web page creators.
There are some Free Programs that help you by pasting code and common Java Scripts, and saving some typing.
I use First Page 2000 for quick Java entries. I not think it available now but they have First Page 2006. Click 2000 and it take you to 2006.

NotePad will also work, if you know HTML code.
When you use Software or NotePad you do your work and save as .html document. Not .txt. or .doc etc. Then Launch your web browser and I click File > Work Offline
Then click File > Open file and browse to your .html folder and open your web page to see how it look. Once it look and work good. You upload to your Web-Site.

Here a Basic Heading Code;

HELLO

Open note pad and copy and paste this in and then "save as"
hello.html (You have to manually type this as NotePad not give this extension).
Watch where you save this too.
Then click browser; File > Open File > find the hello.html and open it like you would a document, only it will open in your browser and say; HELLO with out the tags. Now you have just started you Web-Site.
Now open your NotePad and open hello.html
under

HELLO

type;
(write what you want here)
Save
Then open you .html again in your web browser and you see your paragraph you start.

You see you have an opening tag and the ending tag the same only with /

What to make it a color?
Do this;

(Type what you want here)

Save
Open
If, I remember correct this should be Blue color font.
See where it say;
Change the 0 to 3
Save
Open
Once you learn some of the basic Code it easy to work in NotePad and save as .html
Then you can use a Software to Open and Edit in Java Scripts.

you mean a .com site or a website that is hosted by another site like freewebs.com ? .com sites cost money and if you do it, GET ADVERTISEMENTS. that is the only way you will make money and/or keep your money (unless you are selling something or doing a paid membership).
