When you have a piece of ice at 20 degrees and warm it up it begins to melt at 32 degrees.

When you have a cup of water at 40 degrees and cool it down, it begins to freeze at 32 degrees.

It depends on which way you are going.

Obviously, though, at the melting point the substance is neither 100% frozen or 100% melted.
