I've had my turtle (female Hermann tortoise) for about 2.5 years. She's probably around 3 years old now. Around last March, she started going crazy trying to hump everything in my room instead of walking around and exploring like she used to.

Is this normal behavior for turtles? I can't find anything online and my vet has just said that she doesn't know much about this breed of tortoise and that she's too young to be sexually mature. :/ She's otherwise eating normally.

It is pretty common. It is a sign that it is wanting something the habitat is not providing- maybe more room, maybe some humidity or heat, maybe something in the diet.

Give http://www/tortoisetrust.com a try and see what they suggest.

there is no way to sex a Hermann's tortoise until they reach sexual maturity, which doesn't occur until they are 8 to 10 years of age.
