Vista is the first version of Windows which decided to leave out Telnet. You can go to the microsoft site and download it. But generally its recommended that if the original one is gone its better to get a free replacement such as netcat.

I havent been following the Vista forums so Im not sure if there is an agreement on a "best" replacement for telnet on Vista

Looks like Telnet's not enabled by default in Vista. You could try these instructions to install it:

1. Open the Programs and Features Control Panel applet (Start, Control Panel, Programs and Features).
2. Select "Turn Windows features on or off."
3. Select the Telnet Client option and click OK.
4. A dialog box appears, confirming the installation of new features. After installation is complete, close the main Programs and Features Control Panel applet. The telnet command should now be available.
