I've actually been involved in discussions about this before where I suggested that any beings who come to our planet, should be subject to at least some of our laws. If such beings existed, it should be clear among ourselves and we should make it clear to them that there are certain things we do not tolerate. If they are advanced, highly intellectual beings, they will probably already have higher standards that we do, but such things as kidnaping, performing unauthorized experiments on humans, etc., are against our laws.

As silly as it may seem, such violations should be prosecuted, provided there is adequate evidence that a crime has taken place. We may not haul an ET into court, but I believe going on record is important, especially if we expect to have an ongoing relationship with these beings.

There is another reason I believe we should have some official policy on this. It will shut up all those people falsely claiming they have been abducted. Having a legal procedure in place puts them in the position of having to file charges if they want to be taken seriously. Then if these charges are bogus, they can be prosecuted for defrauding the government.

All that having been said, let's wait and see what happens if we are ever visited by extraterrestrials.

If aliens are biological they will have been subject to evolution, the niche they occupy in their own ecosystem will determine the sociological priorities of their species.
The above contributor has a point in that they may be cognitively advanced enough to predict all ethical points of view ( most people here cannot do that and religion modifies their sense of morality) and model our system, even improve on it with their experience of other species.
Our most universal ethic is utilitarianism based on the actions of good being the lack of suffering will they conceptualise what is suffering for us? will they care? Will they respect us as a species enough not to cause us suffering?
Artificially created Mechanical organisms may not understand death and fear as we do.

They may only see us as a resource to be exploited, effective communication is the first priority the only common ground we are likely to have is science and maths at first.
Any thinking organism must use language to conceptualise the universe. They must come from a place(Noun) by some means(Verb) in some direction(Preposition) at some time(Tense).
Our foreign policy needs to be built around communication and self defence.

Yes they do. Those that inhabit other worlds are closer to our ways than we realize. They are humans as well, just on other planets, like another country, but all going through the same sort of stuff we are, some are behind us and some are ahead of us in our progress. There are even some physical differences, but morally, spiritually, evolutionary, birth, death, life and the realization of God and the Universe apply to all of the E.T.'s , the same as us.

Human moral? From what country? Each country have defferent laws and different moral. The whole world have no a single moral.
The whole World have no jails for all the dictators.

Somehow I get the feeling that we'd be damned lucky if we weren't subjected to THEIR laws. Given that they've obviously cracked the faster-than-light barrier to be here, they're going to be pretty advanced compared to us.

As long as they're a peaceful, exploration-seeking race, then they'd probably respect our wishes here, but out in space, we'd be under their terms. If they're not peaceful, then we're pretty much at their mercy - the movie Independence Day is a crock.

We need to establish a US foreign policy, first. I mean one that is different from, bullying, bombing, paying defense contractors through the nose and then bankrupting the country, that is.
