you have to join the thies guild to access fences, look at a wanted poster of the grey fox in the waterfront then talk to a begger bribe up his disposition he will tell you where to go to join ongar the world weary in bruma will be your first fence

You gotta join the thieves' guild in order to gain access to the Fences to sell stolen items.
To join go get yourself arrested, and when you leave prison eventually a member will approach you with a letter from the Gray Fox.

You have to be a part of the thieves' guild in order to have access to merchats that will accept stolen items. And then, there are only a few scattered throughout the towns, not very many of them at all...

look in the imperial city and go to the thieves guild ... there should be a guy named Talios he is a drek (lizard guy).
