The best decade in American history in terms of political leadership goes to Lincoln. I would humbly suggest the next great leader was Roosevelt, since winning WWII was no small task.
In both cases, you could argue it was the people, and the troops that made those decades so great.
Both the 1990's and the 2000's are terrible decades in this country's history in my opinion. While I admire how a Democratic president and Republican congress brought some fiscal responsibility in the 1990's, and some success in Bosnia, the way the US ignored Rwanda, and the growing threat of radical islamic terrorists is a sorry black mark on that decade.
On the other hand, Rumsfeld miscalculated in Iraq, to great detriment to our foreign policy strength and the growth of the debt in the past eight years is criminal. We've spent more money in the past few years than we should have, and it was far beyond the cost of the war in Iraq. It was the cost of graft, greed, earmarks and other wasteful spending that doomed this decade to receiving poor marks in terms of leadership.
So my simple answer is neither, both Bill Clinton and George W, will go down as very poor presidents indeed.
The only thing that redeems both decades is how admirably our troops performed in Bosnia and Iraq, and indeed in all their points of service.
