I have a 2 year old Compaq Presario V2000, and I recently noticed that the fan is really, really loud, even while just browing the internet or typing in MS Word. I would understand if it was really loud while I would be downloading something or watching a video or anything Flash related, but is this normal during regular use?

If it isn't, anyone have any advice on what I should do? Buying a new one is not an option.

I would like to add that I noticed this not at *this exact moment*, but a couple of months ago when I started watching more online videos from sites like fanpop and abc.com. Only once did the laptop overheat, but I shut it down completely before it could shut down on it's own. Besides that, I've never had any problems with it.

I have also cleaned out the fan a week or so ago, and I keep in on a flat, non-cloth surface at all times. The fan was somewhat loud before, but only for a couple of moments at most while starting up or loading content heavy pages. Only after I started watching videos did the fan start working almost non-stop with a break every once in a while.

If after two years, you are just noticing now, chances are there is some change that has taken place?

Your machine has at least two fans.
Your CPU fan cools the chip,
Your may or may not have some other fans which are designed to move air in a specific direction (out).

Probably the thing just needs a good blow out.
Get a can of compressed air from someplace.
Turn off the laptop
stand 6 inches back from the fan vents.
use the straw thingy in the air
give two or three good solid i second bursts from the canned air. This will clear the vents of dust, but it does blow the dust IN to the machine which is not such a good plan overall.
If you have a high-powered vacuum, you can try to suck the dust out.
This will probably help a bit. Also make sure that your laptop is on a flat surface, or at lleast not on cloth.
Many of these things vent out the bottom to some degree, and if you are smothering the ventilation openings, the fan has to work harder!
***********

Okay, so not a ventilation issue.
The next place to go is the process menu. CTRL-ALT-DEL choose task manager.
Check your commit charge, your cpu use, and your running processes.

Targets for a machine like that:
Commit charge 300ish
processes 35 -40
cpu use should spike occasionaly and stay realativly low for the most part.

If you have higher numbers than these, and this behavior is coupled with a noticeable slowing of the machine, you probably are using your hard disk's swap file for a lot of memory intensive functions at the same time.

We did the phsysical cleaning.
Now it's time to clear out the other stuff.
Run the following :

AVG antivirus from free.grisoft.com
Clean out any nasties:

Startup mechanic www.startupmechanic.com
getting rid of as many startup processes as possible.

Spybot search and destroy from safer-networking.org
kills spybots to a degree at least.

lavasoft adaware from lavasoftusa.net

These are all free of charge for the lite versions, and can go a long way to cleaning up a system.
The process will take hours from start to finnish, but do it anyway.

Also, check your hard disk space.
it's a good idea to have a few gigs free for the swap file to use. Burn off some excess files if you can, then give the old thing a a defrag, then another, and maybe even a third.

Luck!
