Yes. You don't mention whether you're trying to stop a menstrual cycle on purpose or whether you're not menstruating and are worried it's because of drugs, so let's look at a few other factors. What can stop menstrual cycles or make them irregular or late?
1. Age. After menarche (first period), some girls take up to 3 years to become regular.
2. Recent abortion or miscarriage.
3. Recent loss/gain of 10+ pounds.
4. Recently-begun exercise program.
5. Medications. Legal and illegal.
6. STDs.
7. Stress. Even everyday stress can affect your hormones.
8. Illness. From a common cold to hyperthyroidism to ovarian cysts to adrenal disorders, many illnesses affect your hormones.
9. Tampon use. This happens more often than some people realize. Cheap tampons can fragment or break in the vagina, blocking blood flow and causing a foul odor.
10. Pregnancy.
If your menstrual cycle has stopped for one of the above reasons and you're concerned, you may want to see a physician. If you're trying to stop a menstrual cycle, you may also want to see a physician.

Yes, and no.
Yes, drugs can "postpone" your cycle, for if you have an important day (like swimming game, dance show)
But no, it cannot be stopped from happening.
Except for people who are anoriexic, are over 50, or have had surgury to remove the whole system.

It depends on the drug. Any stress to your body can stop your cycle.

You get into anything hard enough and it can really screw up your body. Drugs are never the answer, just the problem.
