Yes, there are and there are many others, myself included, who are situationally without remorse. Or do you mean 100% of the time?
There are people to whom a human life means nothing as long as they are getting what they want. Take a look at gang violence today and drive-by shootings just to see people fall.

Monsters aren't born they're created. True sociopaths aren't "wired correctly" There is something physically different about their brain. Sort of like homosexuals and child molesters.
