He was trying to phone his wife, but she kept hanging up because she was with her lover. That's why he couldn't get through and the operator kept calling back.

It's the sound Pink hears is a crossreference of the phonecall he makes to his [cheating] wife in America later in the movie. And we know how he felt about her*. Remember throughout the whole movie he's in a hotel room, at least until his manager gets there. Imagine YOU are Pink and the phone is on your ear. The reason we hear the phone ring before "Mother" is because he relates both female figures with eachother. His wife and mother. Basically he's calling his wife, while thinking of his mother [at least in his sub-conscious, he *sighs*, and "Mother" comes on.

*He was heartbroken about her cheating on him. Even though his distancing was deteriorating their marriage, he did have feelings for her.

Roger Waters stated that this phone call was actually placed and handled by an actual operator, it was made by actually placing a call to England through a random, unsuspecting AT&T operator. The conversation was recorded and played over the filmed sequence.

You should see the movie it shows what it means but it is him trying to call his wife who is cheating on him and he discovers it Pink that is.
