(3.1 x 10^16 meters/parsec)(4 x 10^15 parsecs) = 12.4 x 10^31 meters {which can be simplified to 1.24 x 10^32 meters}

Dr. J's answer looks correct to me. Just multiply the two numbers, which involves adding the exponents together and multiplying 3.1 x 4

12.4 x 10^31 or 1.24 x 10^32 meters.

There is no such thing as 4x10^15 parsecs.
The universe is only about 10^10 parsecs old.
