Yes, basically.

Type O is known as "universal donor" because it will not be rejected by people with blood types A, B, or AB. But there are still a very few people who can't receive transfusions, even type O. Because of any number of rare disorders, their body will reject even the universal donor.

Yes, type "O" is considered the universal donor.
Blood group O (or blood group zero in some countries) individuals do not have either A or B antigens on the surface of their RBCs, but their blood serum contains IgM anti-A antibodies and anti-B antibodies against the A and B blood group antigens. Therefore, a group O individual can receive blood only from a group O individual, but can donate blood to individuals of any ABO blood group (ie A, B, O or AB). If anyone needs a blood transfusion in a dire emergency, and if the time taken to process the recipient's blood would cause a detrimental delay, O Negative blood can be issued.

Yes. O negative blood group is known as the universal donor. My Dad is O negative and has made over 200 donations in his life. Here, the donations are free (not paid), so the cost of receiving a transfusion are less.

Type 0- is the community giver meaning anyone can give to anyone, AB+ is the community taker, meaning it can take from everyone.

but the person with type O- blood can not receive blood from just anyone.
