When turning the problem seems worse I have recently replaced the struts and this did not solve the problem. I would appreciate any advice or ideas of what could be causing this problem.

Usually it is a strut mount bushing. It is the insulator that keeps the metal from the top of your strut (shocks) from vibrating against the metal of the car.

Any one of a number of bushings could be worn and causing the problem.

Take it to a shop you trust, with a machanic you trust, let them put it on a lift,a nd see what is wrong.
