To answer your question in its simplest form, the legal agencies can regulate who drives. they cannot regulate who......uh..has babies.
You're right about the serious nature of bringing children into this world and sad to say, the current lack of parental love is unprecedented. Every day we hear of some child being killed by a parent in one way or another.
Can we do better as a society? Probably not. Our society has become consumed with a concept of 'ultra' political correctness, which includes never ever telling anyone, or even hinting to someone that something they are doing might be wrong.
As a consequence we now have generations of child bearing people who have never really been guided as to how to raise their children. How to teach their children right from wrong. (yes, there really is still such a thing as WRONG) So our society now thinks they can do whatever they want. Add to that the incredible violence seen on TV, in the movies, in video games, and you have a general desensitizing of the masses so that even life itself is held as having little value. thirty years ago if someone didn't like what someone else said to them, they might punch them in the nose. Today, out comes the gun and someone dies.
Doing better as a society is probably no longer achievable.

I'm afraid. When mother's start killing their own kids it makes me think that the world is going crazy. A mother's most natural instinct is to protect their young...even in animals and now the so called thinking animal, humans are out killing and abusing children everyday. It is sick!

Because they've been brainwashed that abortion is murder & they must go through the pregnancy regardless of wether they are capable of raising & nurturing a child or not. So, they mistreat & abuse or even kill them when they become overwhelmed with the burden.

Before abortion became 'legal' you never saw this - I guess they think they can kill them at any age. The legal system does not help by thinking blood relatives will be better than foster care and adoption.
