There is no program that permits that.

There have been activists that have proposed that. Essentially that would amount to the taking of private property.

The property owner would have to be compensated for the taking of the property.

That's one of the more hare brained stories I've heard. My guess is that you read something about HUD foreclosed houses being used for temporary housing for Hurricane Katrina victims. It existed but was quite temporary and is long gone.

Builders, real estate brokers, and investors do allow this from time to time in low income, high crime areas. But it is normally done with people they know and trust.
