I'm assuming you are changing your springs to lower your car and you want to know if you should change the shocks at the same time.
It's not usually necessary. But if your car has 60k miles +, and you are still riding on original shocks, I would change them. Also, if you replace them with a nice performance shock, your handling and ride should improve dramatically... especially when used with the lowering springs.
Check out KYB and Tokico shocks. Tokico and Tein have spring/shock combination packages that are really sweet too.

i'm sorry to say that changing to gas charged shocks will not lower it....all shocks do is keep it from bouncing down the road...springs support the weight of the car..i'm curious why 1.4 inches...changing to a low profile tire may accomplish that but may cause the spedo to be off...

No! has to do with spings or putting in air bags shock if the bottom out then change as needed...
