Are you asking on behalf of the child or the parent? Credit cards are issued based upon your creditworthiness. So, if the "child" has good credit and a means to repay the charges it might work. The adult, if their credit is OK, can get the card, be responsible for the charges and if they want to, have the bank issue a card in the child's name.

visa check card is a debit card, not a credit card - you have to be 18 to get a credit card and if you get yourself in trouble with it - it will affect your ability to get car loans, mortgages and other credit for years. Plus you shouldn't have a credit card until you have a full time job and and handle money maturely
