Well, the Japanese were anxious to seize the Pacific territory. To do that, they had to obliterate the yank army and navy.

The Russian Minister of Foreign Affairs told the authorities in Pearl Harbor that the Japanese would attack at any time.

They say that it would be insane to do that, and say that right, it would be a great insanity, but that they would attack.

24 hours after the Russian left, the Japanese were there, catching the yanks with their pants down.
They didn't believe that the little yellow guys would attack.

The guys at the radar post saw a huge fleet of planes coming straight to them, but thought it was friendly planes and did nothing until the japanese told them that they were not friendly

The ships close by saw the turret of a japanese submarine. Bombed it and informed about it. The guys that received the message thought that it might be an yank submarine and delayed any action until after investigations.
It was one of the japanese submarines that were exploring

a few days before pearl Harbor actually happened the Japanese mobilized some ofhte naval forces that they did have in the Pacific to fend of a counter attack and also to have their warplanes not travel as far. The reason that the Japan bombers were not intercepted or shot down was the fact that they were flying in a trade route, at the time the US was still practicing isolationism like they did during the start of World War one
