You can put it under the window and the hood wouldn't be an issue if you put a downdraft venting system in. This all depends if this is going to be a free standing range or if your going to just put an actual range top in a cabinet enclosure. I prefer downdraft over standard hoods, you can get extra cabinet spaces. You can do it with a free standing range, but it takes a tad it of knowledge and some skill to do some custom work to make it look right.

there are reasons this is not a usual place for a range..... first, the heat.... if it's cold outside and you're cooking, the steam will condense on the window and run down it into the sill and start rotting out the wood there..... and the window will always look wet, foggy and greasy.....where will you put the hood?...... I don't think it's a good place .....
