It depends upon what kind of parts. Any local computer store or online place sells parts. If you need Dell parts, their machines are proprietary and you must go to them to get parts. Same with most laptops - you must go to the mfg. to get parts.

The best place to buy parts online would probably be on newegg.com. If you want to buy parts at a store, you should go to either Fry's or CompUSA.

Newegg.com is the best website for computer parts. For a store you could go to CompUSA.

The best sites are newegg, tigerdirect, geeks and zipzoomfly. Tiger is having another Pink (donating a portion of every sale to a cure for breast cancer) Friday sale, so you can get some awesome deals currently.
