0.45 is the same as 45/100. then you would do 45 divided by 5 ( comman factor) which is 9. 100 divided by 5 is 20, so now u have 9/20.
If thats not in simplest form, I'm sorry, but i think it is.

If you wrote it to three places of decimals it would be 0.455. Does that help ?
