The coin you have was either spliced togeher from two different quarters or is a fake (novelty item, likely).
Two quarters can be fused together by hollowing out parts of each to put them together so that the 'heads' side of each shows up.
It is impossible for it to be a mint error since 2 coin dies from 2 different years would never be paired up to make coins. There is no coin collector value for such a piece.

I seem to remember this was asked before, well as I said before, it is a novelty item and they sell for a $1 or so. They are also called magicians coins. They are not a U.S. Mint item. It could not happen at the mint as an error.

It sounds like you have a novelty item sold to magicians and known as a two-headed coin. You could probably sell it on e-bay for a couple of dollars

Novelty item. Magician coin.
Depends on the condition.
