You really need to begin by defining what you mean by "top."

As CanProf stated, it is extremely difficult to prepare across systems (in my mind, meaning countries). In order to find out which institutions are at the top of their game, you'll need to do some research.

If you're comparing academics, it's a good idea to select a particular field, and compare programs on various campuses. However, acadmics are not the only measures of institutional excellence and success. There are a few U. S. based organizations (for instance, check out the recent USA Today report on student engagement) that are doing very interesting work in student engagement and helping institutions assess how well they are meeting the needs and expectations of their students. While this includes academics, there are many different variables that go into determining what constitutes a "top" university.

Across all the ratings lists I follow, the top undergraduate universities in the world tend to always have the following schools in it. The order, that varies, but it's always got these schools.

Elite of the Elite:
- Harvard
- Cambridge
- Oxford
- Imperial College, London
- MIT
- Yale
- Stanford
- California Institute of Tech
- University of California, Berkeley
- Princeton
- University of Chicago
- Columbia
- Duke
- London School of Economics
- Beijing University

This is based on my readings of tables out of the UK, the US, India and China, plus my own experience in human resources/staffing.

And that's in general, because if we're talking tech (engineering and etc.), then my list would be completely different. The top few, then, would have to be:
- MIT
- U Cal Berkeley
- Indian Institutes of Tech
- Imperial College, London
- Stanford
- Cambridge
- Tokyo
- Cal Tech
- Carnegie Mellon
- National University of Singapore

And that's based on my own years in recruiting in the tech field, plus the rankings lists.

It is very difficult to compare across university systems. Also, the answer will be different if you are talking about, say, engineering or arts or medicine. In the English-speaking world I'd still say Oxford, Cambridge and Harvard (plus MIT for engineering).

Depends on the programs they offer. Generally speaking, Oxford, Cambridge, IIT, IIS, Harvard, Princeton, Yale, Johns Hopkins, etc.. are all considered Top universities!!
