Hi!
Essentially every web page is a free website template - in the same way that every conversation you hear is a free conversation template.
Simply click on file, then save web page as...
This will save the website you are looking at to your hard drive and then you can change it around using a good HTML WYSIWYG editor. Microsoft Visual Studio Express is an excellent Free web editor.
