Fire Emblem for the Game Boy Advance.
It is a strategy-RPG, where you command your characters to move around a level, and attack the enemy characters on the level. As you fight enemies with your characters, they gain experience and levels.
Also, you have a lot of thinking in the game; you have to determine what characters are going to be good against what enemies, because of a weapons system that works somewhat like rock-paper-scisors. You also have to be careful, because if one of your characters dies, you do not get them back.
It is a very fun game; it involves some serious thinking and strategy with RPG style mechanics. You can get it for the Gamecube (Fire Emblem: Path of Radiance), or for the Game Boy Advance [which will play in the DS] (Fire Emblem, or Fire Emblem: The Sacred Stones)
Advance Wars and Golden Sun are also very good RPG games; Advance Wars is like Fire Emblem. Golden Sun is a great RPG, that does not have the strategy element; Golden Sun is the closest comparison to Final Fantasy. I recommend you check all three of these games out, because they're each excellent RPGs.

Fire Emblem (for either the GameCube or the GameBoy, which can be played on the DS), but not "Fire Emblem: The Sacred Stones" (GBA) because it's terrible. Final Fantasy XII:Revenant Wings (DS) just came out, but I'd also recommend Tales of Symphonia (GC), Grandia III (PS2), Persona3 (PS2), or Paper Mario and the Thousand-Year Door (GC), just to name a few.
If you're looking to splurge a bit, I would suggest getting him a PSP ($170 new) and a few games. They're re-releasing a few Final Fantasy games for the PSP, plus Final Fantasy Tactics, which was originally a PSone game but has been revamped for the PSP. There's also Jeanne D'Arc, a tactical RPG, and they're releasing FFVII: Crisis Core in April.
And, for the record, an MMO (like World of Warcraft or Guild Wars) is not the same as an RPG. Not at all.

PS2 has tons of RPGs on it.
Xenosaga 1, 2, 3 - Sci-fi RPG that's a sequel to the PS1 cult classic, Xenogears (which will run on the PS2 - if you can find a copy...) Get the popcorn ready for this one! Some of the cut scenes are upwards of an hour long(!) but still really interesting!
Kingdom Hearts 1, 2 - Take your favorite Final Fantasy characters, throw in a heavy dose of Disney, and mix with an original storyline... As Sora, you have to help Donald and Goofy unravel the mystery of the disappearing stars and the Heartless while looking for King Mickey. You'll travel to several familiar Disney-themed planets along the way.Really, one of the better RPG series on the PS2. There's also a Kingdom Hearts game on the DS that takes place between Kingdom Hearts 1 & 2.
Shadow Heart 1, 2, 3 - Not to be confused with Kingdom Hearts! Combining elements of horror from both East and West, along with casts of very odd eccletic characters is this series of games. 1 & 2 take are related, but 3 is stand-alone. All are very amusing, and a refreshing departure from the standard formula of swords, sorcery, and chirpy-happy-characters. There are some pretty violent scenes, and many references to sex and homosexuality, so this is definitely NOT a family friendly game!
Disgaea 1 & 2 - As son of the underworld, Laharl seems to have it made...until he wakes up one day, discovering that his father is dead and the rest of the underworld now wants to be king! Help Laharl and his friends assemble an army to take back the underworld. Easily one of the best strategic RPGs ever, you'll have to think like a demon to help level up your characters and creatures while dealing with puzzle-like battlefield elements which can grant you great strength, wealth, and items. Some of the strangest and funniest dialog you'll find a in RPG as well. And remember, d00d, Prinnies explode when thrown...
That oughta keep you guys busy for a year...

Like Chain said, either Star Ocean 2 or Star Ocean: Till The End of Time is probably it. If he really likes FF (like me) then I would also suggest Dragon Quest 8 or Lunar: Silver Star Story. BTW all the games I listed can be played on a PS2.

Tactical RPG: Fire Emblem, Advance Wars
