It does say Charles on the Simpson's website, so that will be the official name, but on one of the earlier episode I've seen, Mr Burns gets called Colin Montgomery Burns. Guess they decided to change it for some reason, just like how Waylon Smithers used to be black.

It's Charles, Charles Montgomery Burns. "cemore" is actually Seymour and that is Principal Seymour Skinner's name.
