It makes perfect sense to me and is really well conceived, but I had to read it twice because the first time I was vexed.

Basically, he said that there is noticeable mistreatment and hardship facing blacks, regarding medical care. The technology at his time was advanced but the racism and prejudices in his society were less advanced and thus hindered more beneficial and appropriate care for blacks. Cool quote.

When it comes to appropriate medical care, blacks were getting treated inadequately compared to whites. Medical technology was advancing much more quickly than social advancement.

New technology doesn't help if you don't give people a chance to benefit from it.
