The Social Security Act was signed by President Roosevelt on 14 August 1935. It is also known as the Old Age Pension Act. It was passed by Congress as part of the New Deal.

You need to learn how to use the Yahoo Web Search. While I "stored" your question I went to Yahoo Search, typed in 'social security system' and got a large number of references. I chose 'answers.com' and came up with the above in less than 2 minutes (actually timed). Theodore Roosevelt didn't establish anything like that.

That was Franklin Delano Roosevelt in his New Deal.
