How is the Cy Young winner chosen? Is it by the pitcher's stats or by vote?

Thanks...

Vote by sportwriters at season's end but before the playoffs.

The Baseball Writers Association choses the winner of the Cy Young award as well as all the other major baseball awards such as MVP and Rookie Of The Year. They all use their own standards for the vote. Most use different methods and weigh wins, era, whip, and popularity with the media (yes, it's true). They all give a first, second and third place vote. There is a point value given to each and then totaled to determine the winner. The formula used to calculate the final scores is a weighted sum of the votes: Score = 5F + 3S + T, where F is the number of first place votes, S is second place votes, and T is third place votes. The pitcher with the highest score in each league wins the award.

Vote of course but the stats are viewed by the writers so that also plays a part in the overall selection.

Traditionally, wins are the most important single stat, although a high won-lost percentage can overcome this. Strikeouts tend to be number two. Playing for a winning team has increasingly been used as a standard. ERA is about fourth.

Most writers don't seem to pay much attention to issues such as WHIP or VORP (they don't usually understand them). At times, as in this year, number of innings will be a factor.

Each major league city has a chapter of the Baseball Writers of America Association, which is a fraternity of print media writers who cover baseball, and some editors.

Each league city chapter gets two ballots (for each of MVP, CYA, ROY, and Manager). The chapter secretary decides which writers get the ballots in a given year (no one is supposed to get more than one ballot total, and no one is supposed to be a repeat voter for the same award in consecutive years). In cases of two-team cities, like New York, the chapter gets two AL and two NL ballots per, and the secretary distributes them accordingly (Mets beat writers wouldn't get an AL ballot, for example).

CYA, ROY, and Manager ballots have three slots. A first place vote is worth five points, second place three points, third place one point. Ballots are tallied by the BBWAA national secretary along with a senior partner from one of the major accounting firms for validation. Highest point total wins the award that year. The point-ranked ballots are supposed to avoid ties, but it is still possible that one could happen.

MVP voting uses a different point scale. The MVP ballots have ten ranks, with a first place vote worth 14 points, second place worth nine points, third place eight points, decrementing until a tenth place vote is worth one point. So first place votes carry a premium.

Votes are under no obligation to explain how they decided their ballots, but statistics tend to play a very large role.

It is voted on by baseball writers at the end of the season but before the playoffs...each league's award is voted on by two members of the Baseball Writers Association of America in each league city.

it's by baseball writer's votes - and they have shown time and time again that they can't be trusted (Sabathia over Beckett)
