Because it is wartime not the Boy Scouts' summer camp.
last thing they need is a bunch of lunatics sending our troops cyanide laced brownies!

if every one was allowed to send cookies and milk to the troops... some guy wanting to take over the world would and then they'd all be poisoned and dead. how does that sound? So even though you may love someone in the army or just want to do a good deed, they don't know if your a traitor or not.

Because they would go bad before they get to the troops? I think it still takes a week to a month for letters to be delivered to our troops stationed in Iraq and Afghanistan.

Gee, I don't know, maybe because the milk would spoil, just guess though. My mother sent homemade cookies to my brother during the first Gulf War. She packaged them in prinkles cans and they shipped well.

Probably because it would be perishable...and they would have to screen everything which wouldn't make it cost effective.
according to my brother in-law who served in Iraq..... the meals they provide them are top notch. (filet mignon, lobster, shrimp...etc.) I'm sure they already get milk and cookies if they want them.
