I don't know from your question whether the person is a relative or just someone you know, that you don't contact often. If this person is close to you, you could be a support system. You could find information on the Internet for them in regards to whatever their needs may be. Housing, food, medicine, utilities, travel, if their retirement pay doesn't cover their debts. There are government programs available. You could find out what the programs are and how to acquire information for them.

Contact local social service organization and see if there is any possibility. I think there should have some organizations taking care of these people.
Besides, if this person is not homeless. sell the person's old house and buy a smaller apartment. And then use this amount of money to invest a relative stable small home business. Or moving to small town with relative low living experiences and postpone retirement date may be a solution.

Well, considering at this age people are likely to not change their values or try to accomplish something even with big external efforts and counseling. I'd say you can help them by lying about the reality they are in. Taking them to a church or something like to give them some hope. Religion can do that easily in most cases.

unless you bail them out you really can't and if they have lost it because of some financial decision -- stay clear -- they will think you are just there to say "i told you so." with all of the scams going around it is not uncommon to see folks lose there savings very easly!!!!
