Spray them or soak them in WD40. Then wire brush them or use a wire wheel on a grinder to remove the rust. There will most likely be some pitting as rust actually eats into the metal. It may not be to noticeable, but you wont know until you are done. WD40 is a lubricant and rust remover that can be bought in any hardware store or home center. Grocery stores even have it but expect to pay allot there and they usually only sell small containers. I have done this before and it works quite well.

The safest way is to go down and buy new ones. You are dealing with high heat for cooking purposes. Most paints as a home owner are available on the open market today. you will not find it in any hardware store or even home depot. They do not carry anything in there paint departments that can take this kind of heat. There are companies out there that can do this for you and will last a long time. But i have found that the new ones are cheaper than the redo`s

Use "ospho" available at paint stores and most diy stores..it actually converts rust into a different compound so the problem doesn't reoccur..Here is what it looks like and disregard this pricing..this is for a case of gallons..available in stores as mentioned above in pints and quarts..expect to spend about 8 dollars

you could use a wire brush or an s.o.s.pad. if it really bothers you--you could replace the burners. they don't cost a whole lot. The burners are removable. raise them up a bit then pull them straight out.

Wait! no one asked if this was Gas or electric!!!!
In the case of Gas burners you can clean them with oven cleaner (like "easy off").
For electric burners it may just be best to buy new.
