I think much of it depends on what really horrifies the viewer...but yes, I generally agree with you. Although I will say that the concept of Saw is fairly scary...if you can get past the gore and focus on the psychological parts of it, it's pretty horrific!
I just saw 1408, and found this to be reasonably scary. There were a lot of bits that were intended to startle the viewer, but otherwise, it was very much a psychological thriller.
If you're looking for more classic slasher-type horror, try The Hitcher. There's still a bit of gore, but the man behind the killings is what's really scary.

Word on this. Horror doesn't have to equal blood and gore. To me, a horror flick is one that has you on the edge of your seat and holding your breath during the movie and also has you looking over your shoulder even after you've left the theater. I think a good example of this, that is also somewhat recent, is 28 Days Later.

I think it's a matter of opinion...
for example I thought Stir Of Echoes (not so new but still...) was pretty scary... but I think lately the tendency goes towards european cinema with pretty scary scenes (look for spanish films)... If you want to see an scary movie, google Jaume Balaguero and try downloading one of his movies...
also japanese cinema can be good too... but I think all japanese scary movies are about a skinny girl who crawls...
