It means the ground, (the dirt, and clay) resists electric energy passing through it...
your grounding rod may be a great conductor of electricity, but the earth is not so good as a conductor.

The electrode is your grounding rod, In Houston Tx only one is allowed for one home...something about giving the electricity one choice as to direction to go to ground.
