The school!
Schools should promote a better bullying system as well as a better environment where it is safer to attend school.
Security should be better but teachers should monitor students better.
The shooter was probably driven to it by anger and hate, ofcourse it is his fault but maybe could of been monitored better. No one set out to join a school to kill everyone, he must have been driven to it.
The victims are innocent
The students who picked on him should be better people but at that age, they are in a sense following society

The shooter. People are always trying to blame someone other than the one responsible. I lost a dear friend in Norris Hall that day, and there is no one to blame but Cho. Even after he killed himself, no one can accept the fact that he did it and it's not the school's fault.

even though it may have being out of order to bully him. it was no excuse in any sense for what he did to those people and they did not deserve to die for bully. as we found out most of those people did nothing to him but still it was barbaric and evil. as for school secrity system the school would have never seen this coming but why would they its a school not a prisoin this sort of thing should never happen in a school.well never happen anywhere.

How about the people who make it easy for mentally unstable people to get guns? If all he had was a knife, how many people would he have killed?
