I know the games will work here in the UK because they're region free but the main thing I'll be using it for is to play against my friend who's in france. If I buy a Japanese DS will I still be able to do this without buying any extra accessories? Thanks.

Sure will, I'd totally get a DS in Japan they have all kinds or really sweet limited edition video game stuff, including DSs.
You will need some sort of Wifi connection though which may require some "extras" but that's standard for ALL NDSs.
