It depends what you mean by "can not". If you mean not allowed to or don't want to, then I agree with Judy, although we'd spell it non-fraternisation on this side of the pond ;-)
Or you could mean they are not able to? i.e. no conversation skills, less social skills than a chair, boring, no interests outside work etc.
