Best is pretty arguable, but I'd have to say Gran Turismo 3 on the PS2 for realistic quality racing games.
Personally I'm not a big fan so here are my favorites...
Rock N Roll Racing on the SNES
Red Asphault on the PS1
Mario Kart Double Dash on the Gamecube

Gran Turismo 4 is miles ahead. Forza 2 and PGR4 are both good but if you want graphics you have to get PGR4, if you want to tune your car you have to get Forza. GT5 has both of these so when it comes out it will rule supreme.
EDIT I think Gran Turismo 4 has the most, it's got over 700 cars. I found this feature for Gran Turismo 5 Prologue (a short version of GT5 as kind of a teaser) from this years Tokyo game Show, it looks amazing: http://www.gametrailers.com/player/27390.html
The maker of Gran Turismo is a real petrolhead and it shows in his games.

Either Toca Race Driver3 on PS2 or Gran Turismo 4 on PS2. Can't wait for Gran Turismo 5.

project gotham racing 4 and forza motrosport 2 xbox 360.The online play alone makes them both better than all the other racers on other consoles
