No, not if it says "guardian".
Not everyone over 18 is your legal guardian. They CAN be if you want to go to court and have that person made your guardian. But you can't just pick someone. And posing as a guardian can get them in legal trouble.
Even if it doesnt say guardian, there is a REASON for the over 18 thing. Under 18 cannot agree, over 18 can. The over 18 will be taking all legal responsibility for the action.
Edit: Or they cant pick you as a guardian
(I reread what you said). But you get what I mean.

If the person getting a piercing is under 18, he/she must be accompanied by a parent or legal guardian. A friend over the age of 18 won't cut it.

anyone under age must have parental or legal guardian consent before they may get pierced. No other adult over the age of 18 can give their consent for a minor except their parent or legal guardian period.
BTW it sounds like this child is trying to slide past the parental consent, that should be your first clue to not get involved as that would make you legally liable and the parents can come after you. Which I'd have to be honest.. if YOU did this for my underage child I would go after you legally... Respect the parents... obviously they don't agree.

If you take a friend, that person and the person doing the piercing can get sued. A guardian has a legal standing to represent you - your friend doesn't. I assume your parents don't want this done, and that's why you are asking. So you put your friend into the position of illegally representing him/herself, with the intent to defraud. All round, a really bad idea.
Recently a guy was arrested AND sued by the parents in just this situation.

Legally, it must be a legal guardian. But it depends on the business. One word of caution, would you want your friend to get a piercing in a place that bends (or in this case-breaks) laws that are there for the purpose of protecting minors?

If everyone under 18 was allowed to just bring anyone over the age of 18 with them, they'd all be pierced and tattooed!!!
Not that there's anything wrong with that.

It depends on what place you go to. Some require an ACTUAL guardian and some just need a warm body. You should call the piercing salon first to ask.

I suppose that would depend on the tattoo parlor, But if they were a reputable one I would think they would make some kind of effort to find out if the person over 18 was the one responsible for parental permission!

Parent or legal guardian....only. If you take your friend and they let her get it done....then the parents get angry...guess who become responsible....not only the piercing place but YOU as well.
Your friend needs to take his/her parents or legal guardians - period. If they are not willing to take him/her then it is because they do not consent to it.
