banks are allowed to charge, so can we the people charge companies that keep sending money then requesting that you pay it back. Can i charge them a administrative charge for returning the money?

No, sorry. Banks and companies can charge fees because the ability to do so was in the contract you signed when you opened your account with them. You don't have any contract they signed allowing you to charge fees.
