You actually do not need much money for things that are essential for basic survival, such as food, water, clothing, adequate shelter, and, if necessary, medication. (Cable, gas, and other "luxuries" are technically considered mere wants instead of actual needs.) The actual amount is relative to each individual depending on overall health, physique, and environmental circumstances. Some people need a little more, others a little less.
However, most people (including myself) cannot just fathom the idea of being without those "luxuries."

Depends on where I live. If I stay in the city I'm in, $22,000 a year. If I moved to the country somewhere I could make it on $12-15,000. I can't imagine how much minimum would be in San Fransico or New York.

10 to 20,000 is quite a large range don't you think?
If you can survive at 10,000 then another 10,000 would be an extremely big winfall. I'm not convinced that you've really thought this one out.
