They may not understand the concepts. Math is a completely different world and deals with unknowns and the thinking processes. Some people do not want to think too much. So they dislike math because of the process taken to derive the answer, and then try to understand what that answer means. It has to do with having an analytical mind; most people have that only for things they can see and see results for (cooking, construction, etc). Math does not appear to give results that are concrete. However, it takes a special type of thinker to appreciate math. Most engineers think that way.

It's not that most people fear Math, it's just that many people thinking that numberwork and algebra and calculus and other stuff like that is boring to learn, and that, in the opinions of many, working with numbers is the least favorite thing to do in their careers. (People who like numbers make up a minority, I'm afraid.)

there are several resons i can think of:
1-they are scared of the teachers
2-they don't perform well in tests or exams
3-they have some kind of phobia against numbers (it's weird that they can use cell phone normally)
4-they simply don't understand what is the teacher's explaining
5-they don't master the simplest principle in math
6-they don't have problem solving skills
