Power vacuum is when there is no one in power.
Generally a power vacuum leads to someone stepping into the vacuum to fill it or a war when several try to.

Historical Example:
The death of English king Edward with no heirs left a power vacuum in England. The noble Harold tried to step in and so did William of Normandy. This lead to the Norman invasion and conquest of England in 1066.
