He exercised more power and in a more brutal way than the Tzar ever did. He brought the entire nation under his power and had anyone that was really even suspected of being against him executed.

Red was the color primarily associated with Communism (which is why the USSR's flag was almost entirely red), and the Tsar was the hereditary ruler (somewhere between a King and an Emperor) of Russia before the Communists took over. So what the question is asking is: was Stalin just another autocrat after all?
