Only braindead socialists can possibly think that some government pen-pusher sitting in a Whitehall office somewhere can write a regulation that will perfectly apply to every possible situation of every single company in every single industry in an entire country.

In the real world, where money has to be earned and can't simply be conjured into existance by the stroke of a bureaucrats pen, the situations in the field are such that the inspectors HAVE to have the discretion to apply "reasonable" rules.

You can't just write a health and saferty law that just says "You must do this." and expect it to be applicable, in the real world, to every single situation.

That's why there are "reasonably practical" and "reasonable accomodation" clauses in the law - so that an inspector visiting the plant can look at what the employer is actually doing, and say "Yes, that's a good safe solution to your specific problem" not just "Well, that's not what the letter of the rule book says, so do what the book says whether it applies to you or not."
